The true reflection of e-Governance comes forth when the head of the Government in a State is able to untilise ICT for keeping a tab on the progress of various citizen initiatives by different departments. Chief Minister's Information and Monitoring System (CMIMS) was designed and developed by NIC and implemented in the Office of Chief Minister, Delhi with the objective of monitoring the progress of the projects of the various departments of the Delhi Government. The system is proving to be an integrated and a crucial decision support entity for the Chief Minister. Adorned with the touch screen technology and a highly friendly user-interface, the CM can now access a slew of data based information from various government departments and sectors just with a simple touch. Live data of various departments has been linked with this system which facilitates Hon'ble Chief Minister and the council of Ministers to know the current status of the departments which in turn helps in smoothening the process of decision making. The data based information provided by the software essentially pertains to state's infrastructural projects being undertaken by the following Public Works Department (PWD), Delhi State Industrial Development Corporation (DSIDC), Delhi Travel and Tourism Development Corporation (DTTDC), and department looking after the road infrastructure. The CM can monitor the progress of these projects at various stages of the government approval with graphical depiction and can henceforth take immediate crucial decisions leading to a huge saving of cost and time. The system helps in monitoring the progress of projects by identifying the bottlenecks in the various stages of project implementation. The fact that the Chief Minister is monitoring the project also has a positive impact on the efficiency of the projects and their implementation by the respective departments. The C.M now can intervene directly and interact with various organizations project-wise / sector-wise / department-wise and can instruct necessary amendments for bringing necessary implementation at the level best. Objectives of CMIMS ¡ Leveraging on the benefits of Information Technology to improve the infrastructure of the state. ¡ Strengthening, modernizing and speeding up various infrastructural projects of government departments and rendering a more focused review. ¡ Monitoring the physical and financial achievements of various projects ¡ Capturing the requirements of the state and generating optimum solution for the requirements. For swift execution of all the projects, monetary aid is an obvious need and the required expenses are fulfilled from the state budget. The reviews of the utilization of these funds is also significantly maintained by the CMIMS in the form of graph as shown in the picture. Key Features The key features of the Application which has been designed in ASP as front- end and SQL Server 2000 database as backend include the following ¡ Web Application compatible on Touch Screen Monitor. ¡ Entry in the system after authentication (login and password). ¡ Entire System has been divided into three categories viz Subject, Sub-Subject, Project. ¡ Dynamic Menu i.e. every entry has been made in database. Modification of menus is easy. It can be done at the level of data entry. ¡ Each menu has the facility to either link the desired report incorporated in the website of the other department or go to the sub-menu. It can be done through simple data entry. ¡ Very important daily reports desired by Hon'ble Chief Minister has been designed and are being linked with the concerned department's live data viz Daily Power Generation-Consumption Report, Daily Water Production-Consumption Report etc with graphical depiction. ¡ Online Updated Information. ¡ Various important applications viz. Plan Schemes, Projects, Cabinet Decisions etc have been integrated. ¡ Status of Pending Files / Pending Letters is shown in the menu of every minister. ¡ Facility to mark the project/ plan schemes important or unimportant. ¡ Graphical Representation of Important Plan Schemes by picking the data from e-Yojna at five levels e.g. I. Utilization of Funds by various Ministers II. Utilization of Funds by the departments of selected minister III. Utilization of Funds by the different sectors of selected department. IV. List of all the schemes of the selected sector. V. Graphical representation of selected schemes in terms of approved/ revised outlay and expenditure for current and previous financial year. The same is reduced to four level in case of a login of minister i.e. in the login of minister it starts from level II. ¡ Graphical depiction of revenue generation of various important departments like VAT, Excise etc. The system was inaugurated recently by the Hon'ble Chief Minister of Delhi Smt. Shiela Dixit at a special function attended by several dignitaries where by the role of NIC team led by Sh. Sanjay Kapoor, NIC State Informatics Officer behind the development of the Software was appreciated and lauded. The Delhi Chief Minister's Information and Monitoring System is a true example of how ICT facilitates the process of governance, not just for those who are being governed but also for those who govern.
