The Integrated Financial Management System (IFMS) is the financial manager of government for Rajasthan. Key statistics for its operation include: 49 Treasuries, 250 Sub-Treasuries, 7 Regional Pension offices. Fund flow tracked is Rs 5,37,000 Crore Per Year, processing 50 Lac Bills & 1.30 Cr. Challans Per Year. It serves 5.67 lakh Civil Pensioners, 91 Lakh Social Security Pensioners, and 10 Lakh Employees. IFMS has 38500+ Drawing and Disbursing Officers (DDOs), with 80% Electronic Receipts through eGRAS and 100% Challan generation through eGRAS.
IFMS facilitates citizens and departments, integrating with 45 Banks, the Accountant General Office, Reserve Bank of India, 70 Administrative Departments, 150 Departments, and 212 Budget Controlling Officers. It supports: • Instant access to revenue and expenditure data, supporting more informed planning and decision-making at all levels. • All stakeholders—including employees, vendors, and DDOs—can track payment and bill status online, ensuring openness in public fund disbursement. • Automation has minimized transfer entries by reducing errors in head-of-account classifications during transactions.
IFMS has led to substantial savings in time, paper, and administrative effort, resulting in estimated annual savings of ₹100 crore for the state: • Employees can now access pay slips and submit medical and travel allowance (TA) bills online, reducing dependency on physical offices. • System-driven reconciliation ensures higher accuracy and less time spent on verifying financial records. • Automation of bill preparation and integration with departmental systems has decreased the need for manual processing and staff involvement. • Use of standardized forms and workflows across departments has improved service delivery and reduced procedural complexity. • Payments made via the RBI’s e-Kuber platform. • Automated budget mechanisms enhance allocation accuracy and ensure disciplined fiscal management.
