The Direct Benefit Transfer scheme “e-Labharthi” for social security in Bihar was launched by Smt. Manju Verma, Hon’ble Minister of Social Welfare Department at a function organized in Patna on the 27th October, 2016. Present at the occasion were Mrs. Vandana Kinni, IAS, Principal Secretary, Social Welfare Department and Shri R. S. P. Daftuar, IAS, Director, Social Security with other officials of the Department and the State administration. Shri Shailesh Kumar Shrivastava, TD & Project Coordinator, gave a detailed presentation highlighting the current methodology, the changes and advantages brought on by the introduction of “e-Labharthi”. He emphasized that the digital ecosystem being setup for the delivery of social security schemes of the Government will have far reaching effects and will go a long way in increasing its efficiency. The new system has introduced Electronic Benefit Transfer System through PFMS (Public Finance Management System) which aims at cutting down the involvement of middlemen and eliminating wastage of public funds. With Aadhaar linked bank accounts, the system ensures that only the true beneficiaries receive the benefits of the susbsidies, pensions etc. and ghost or fake beneficiaries are weeded out from the system.
