Indira Gandhi National Old Age Pension Scheme is introduced by the Ministry of Rural Development, Govt. of India to provide a steady monetary assistance for all men and women of India above the age of 65 years of age and below poverty line. In addition to the existing IGNOAPS scheme, the Govt. of India introduced various new pension schemes to include other vulnerable groups of the society. To strengthen this scheme, a web based MIS system is launched by the Ministry to capture the database of beneficiaries of all pension schemes. National Informatics Center (NIC) was entrusted the preparation of Software Requirement Specifications (SRS) and development of an MIS for Indira Gandhi National Old Age Pension Scheme (IGNOAPS), a scheme under National Social Assistance Programme (NSAP) of Ministry of Rural Development (MRD). The IGNOAPS-MIS was launched by Hon'ble Union Minister for Rural Development, Dr. Raghuvansh Prasad Singh, on the 19th of February 2009 in NIC Convention Hall in the National Workshop where participants from State departments dealing with NSAP and NIC State Unit officials were present. Along with IGNOAPS, the newly launched schemes Indira Gandhi National Widow Pension Scheme (IGNWPS) and Indira Gandhi National Disability Pension Scheme (IGNDPS) and an existing National Family Benefit Scheme (NFBS) would be catered to by the new NSAP-MIS. A brochure on NSAP-MIS was also released by Hon'ble Minister. Salient features of MIS w A web-enabled online monitoring implementation software with anytime and anywhere availability of data w To facilitate e-Governance, focusing on G2G and G2C services w To bring the details of pensioners and process data in public domain ensuring accountability and improving monitoring of implementation of the Programme w To ensure the monthly disbursement is made every month to the pensioner, through the transparent fund monitoring system w To ensure release of funds only when required / disbursed to the pensioners so that no funds are lying unused w Work-flow solution where every manual process has a corresponding module in the software w To attempt standardization of common forms associated with all modules w To ensure role based and authenticated data entry through user id and password w To facilitate data entry from Gram Panchayat/Ward, Block/Municipality, District and State, to take care of internet connectivity problems with checking at database level for duplicity w Real time reports which serve as an effective decision support tool The key modules of the web based application, data entry level and frequency of updation is as follows: w Masters for Users, Access controls, roles, Ministry, State, District, Sub-district / Municipality, Gram Panchayat / Ward, Village, Habitation, Legislative Assembly, Parliament Constituency, Scheme, Disbursement, Disability type, Category, Bank, Post Office, Status, Pension Amount w Identification , Verification / Periodic verification, Sanction, Disbursement and updation of acquaintance of disbursement, Estimation, Allocation, Discontinuation , Legacy data NIC is responsible for overall MIS project management including technical consultancy, hosting of website, infrastructure and implementation support at all levels from State to District while NICSI is responsible for resource management including software development, co-location support for servers, training at National level and State level. The format for collection of legacy data for IGNOAPS has been standardized by the Ministry and made available as a part of common data entry software package at http://rural.nic.in/rural.zip (for rural administrative units) and http://rural.nic.in/urban.zip (for urban administrative units). The software application shall be soon made available at http://nsap.nic.in alias http://nsap.gov.in after incorporation of further feedback obtained during workshop from the participants from States and security audit. NSAP-MIS is a web-enabled, platform independent software, based on Open Source technology, providing local language support, using Unicode compliant fonts, simple to use, accessible using all browsers. The software application is currently being planned to be supported by a dedicated web server and database sever along with support by SAN and other data center infrastructure / facilities. State level workshops and trainings for selected 15 participants as a Training of Trainers (ToT) from States and Districts are planned to be conducted shortly. Provision of a Web enabled multimedia self-learning software package giving a detailed training / hands-on experience to any visitor has been initiated and under improvement.
