With the great Himalayas on her hem, the State of Sikkim is situated in the North-Eastern part of India. Also known as the 'land of rhododendron', the State has a paramount political importance as it is surrounded by Nepal in the west, China in the north and Bhutan and China in the east, the south being overlaid by West Bengal. An enormously wide range of flora and fauna flourishes in this land of ecclesiastics and culture with some stupendous variety of butterflies and orchids. Reputed for unexplored mysteries, the State summons tourists worldwide with her alluring grandeur of natural resources.

An Impressive Profile NIC Sikkim was established on 11th April,1991 with the main unit being at Gangtok, the State Capital. Presently, the District Centres in all four Districts of Sikkim are serving people with utmost functionality. The State Unit is equipped with five pentium-pro machines with workstations and servers. These are internally connected through a LAN and a high capacity server having SCO-Unix is connected to 16 terminals along with it.

Major Projects

  • Computerization of Land-Records : Sikkim is the only State in the Country to have made a remarkable headway towards the implementation of the project. The objective kept in mind was to prepare and validate Khasra and Khatiyan, on-line mutation of Khasra and Khatiyan, interactive query on individual plot status and land holding of the individuals. The Unit has also prepared an ambitious plan to prepare land holding maps using aerial photogammetry techniques.
  • Sikkim Electoral Roll Preparation : NIC Sikkim successfully accomplished the preparation of the mother roll for the State as well as the summary revision of the electoral rolls in the Panchayat and Parliamentary elections'98. The Assembly constituency wise data was used for Panchayat Elections, segregating into different Panchayat Units. The Unit also took an active part in the counting process thus making the operation faster.

  • Forest Mapping Project : The Project activities for GIS (Geographic Information System) and RS (Remote Sensing) applications in forest mapping is required for different levels of decision making, starting from the State to the District level and then up to the Panchayat level. The project requirement assessment is made around the areas of Delineation of reserved forest boundaries, forest typemap, vegetation density map, land use/land cover map, Digital spatial data creation of gram panchayat etc. and is very useful to carry out micro-planning applications. So far, geocoding and mosaicking of IRS-IB LISS-II satellite data of Sikkim State has been completed. The Digitization of forest data sets received from the Forest Departments is in progress. In addition to this, base database of Sikkim State has been created using state-of-the-art GISNIC technology for further utilization, modification, upgradation and value-addition.
  • Sikkim Atlas Preparation : The Unit has successfully prepared the Sikkim Atlas presenting the chloropleth maps of the State using the GISNIC package. It also contains Analysis Tables and Comparative Charts depicting trends on different parameters of census.
  • All Sikkim Health Survey : The Unit, along with the Health and Family Welfare Department of Sikkim conducted this survey covering the household information, educational status, health habits, birth and death history and history of married couples.

Tying through NICNET The Unit has effectively provided the NICMAIL connectivity to the Press Information Bureau (PIB), ICAR, CWC, Sikkim Govt. College and Rajbhawan through dial-up link. Terminal connectivity through line drivers has been given to the Chief Minister, Chief Secretary and all the Secretaries of the Secretariat.

Sikkim on Cyberspace The State Unit has recently crossed a threshold by putting up the Sikkim web site on the Internet. (http://sikkim.nic.in). The web site contains detailed information about various facets of the State such as History, Education, Geology, Tourism, Agriculture, Horticulture, Forests, Mining, Power, Industries, Aquaculture, Livestock, Flora and Fauna etc. A unique feature of the site is the inclusion of chloropleth maps of Sikkim, for the first time ever, depicting statistical analysis on census parameters using GIS. The web site was formally released recently by the Chief Minister of Sikkim, Mr.Pawan Kumar Chamling, at a special function held at the NIC Headquarters which was attended by many dignitaries. The ambitious future plans of the NIC Sikkim Unit include setting up an Intranet to improve efficiency and also a video-conferencing studio to facilitate the centre-state communication. NIC, with the basic objective of total computerization is marching on the Information Super Highway. And the NIC Sikkim Unit has been tirelessly acting to effectuate this motto by bringing the Informatics culture in the State.
