Dhanbad, known for its abundant mineral & natural resources, possess one of the best reserves of coking and metallurgical coal in the Jharia coalfields which has made the district, the Coal Capital of the country. The District, bounded on the north & west by Giridih, Bokaro & Dumka districts of Jharkhand and on the east and south by Purulia district of West Bengal, came into existence in the year 1956. NIC district center, Dhanbad established in year 1988 in the undivided state of Bihar, has been at the forefront in providing ICT based services to the district administration. Since inception, the centre has brought transparency and efficiency in day to day administration of the district. All the departments of the district collectorate have been brought under LAN, thus paving way for Internet and e-mail services at the district level. The video conferencing facility at the district centre has not only brought the district administration closer to the state capital Ranchi, but also to the outside world. The various e-governance projects successfully implemented by NIC Dhanbad district centre are as follows. e-Nagrik Sewa kendra NIC Jharkhand developed an application for providing G2C services from the e-Nagrik Sewa Kendra for facilitating submission of applications by the citizens for issue of certificates like Birth, Death, Caste, Residential and Income. The citizen interface provides web based monitoring of the status of the applications with the facility to download forms and guidelines issued by the government from time to time. The Government interface provides for updating the status of the applications submitted and generates the Certificates using the utility link. Online Treasury Information System of Jharkhand Dhanbad district treasury was selected as the pilot district in the state of Jharkhand to implement the Online Treasury Information System. The bill transactions, accounting process & MIS reports of the district treasury is prepared using the online software. Banks are also connected to the data centre for processing the bills online. Transport Computerisation Vahan and Sarathi software for computerisation of Registration of Vehicles and computerization of Driving License respectively has been implemented successfully. The issue of Registration Certificate Book and Driving License on smart card has been started successfully. The implementation of both the software led to better management and supervision of vehicular information as per the Motor Vehicles acts and rules. Personnel Information System (PIS) Service records of all the employees of the district have been computerized using the PIS software developed by the state centre. The data comprising the service details of the employees has been hosted on data centre and can be verified by the employees of the district using proper authentication. GPF Computerisation The GPF details of all the employees in the district are being maintained using the GPF Accounting Software. The software facilitates in keeping the contribution details, loan calculations, preparation of annual GPF slips, year-wise calculation of interest etc. Official Website of Dhanbad The official website (http://dhanbad.nic.in) of the district provides information related to the tourism, mines & minerals, industries, photo gallery and other necessary information and vital statistics of the district. The District website also maintains block-wise details of BPL List, IAY waiting List, PDS Shops, Anganwari centres, etc. Welfare Computerisation The computerisation of the welfare department has been done with the details of all the pensioners of the district have been converted into electronic form using the software. The system tracks every pensioner up-to the village level. The survey done for the disabled of the district has also been computerized. Arms Licence Computerisation Details of all the arms issued by the district administration are being maintained using the software developed by NIC Dhanbad. The software helps in keeping the track of surrendered arms police station wise. Commercial Tax Computerisation A web enabled software developed by NIC state centre has been successfully implemented in the district. The software enables Registration of organisations, PIN generation & other allied activities. This has greatly helped the district administration in enhancing the revenue generation and tracking the defaulters. Certificate Cases Monitoring System Software has been developed and implemented in the district for monitoring the Certificate Cases. The software generates various reports and helps the district administration in tracking the defaulters and in framing the strategies for recovery of government money. Home Guard Roaster Generation System Home Guard Roaster Generation System has helped the administration in eliminating the various complaints and grievances of the home guards in their duty allocation. The software generates roaster of all the home guards of the district on a regular basis. Training Training on various e-governance projects, customized application software, Office automation tools, Internet & email as well as general computer awareness program for officers and staffs of the district administration has been a regular activity at the NIC district centre. Recently a district level workshop on e-Governance was organized by the district administration with the support of NIC, Dhanbad with an objective to identify the needs of the people and provide various government services in an effective and transparent manner.
