NIC District Centre, established in the year 1988 - interestingly on the banks of river Jhelum, has been developed along most modern lines. It has also achieved many milestones in e-Governance, thus making the District Administration more responsive, efficient and transparent. e-Governance Projects — Electoral Rolls & Elector's Photo Identity Cards (EPIC) The project to computerize entire Electoral Rolls and EPIC in Srinagar was successfully undertaken covering capturing, storing, indexing the photograph and linking it with the voter's data. The preparation, publication & distribution of Electoral Rolls in printed format and on web for general public and political parties are also done. A Dynamic Database Search facility has also been provided in addition to online filing of various forms. — Computerization of Municipal Corporation (JAKMAP) JAKMAP (J&K Municipal Automation package) is under implementation at SMC That covers following modules; Birth & Death Registration, Trade Licensing Information System, Payroll & GPF Accounting, Human Resource Information System, Assets, Tenants and Revenue System (Integrated with Trade Licensing), Single Window System, Court Cases Monitoring System, Complaint Monitoring System and Cash Book /Budget. — J&K Revenue Management through Computerized Electricity Billing (JKRMCE) The GUI based user friendly system which is implemented in Power Development Department, would benefit citizens with error free and timely electricity bill and help government in collection of electricity revenue. — J&K Treasury Management Information System (JAKTMIS) This workflow-based transaction processing system covers all payment and receipt transaction processing from counter level to accounting stage that checks the budget and cash availability status before passing the claim. Also covers deposit accounts, works accounts, pension payments and stamp accounting activities. — GENPROFITS It is a G2E and G2G application for District Fund Office for the computation of records of about 1.65 lakh GP Fund subscribers. All the receipt and payment from treasury schedules is automatically posted into individual ledgers. — J&K High Court and District Court A 110 node LAN is established in High Court with internet connectivity. The High Court also has its own website (http://jkhighcourt.nic.in ). Weekly Cause List and AFR Judgments are regularly posted on websites http://causelists.nic.in and http://jkjudis.nic.in respectively. The District court has all the 8 courts fully computerized. — CIC Centres Living up to its motto of “Bridging the Digital divide”, four CIC Centres are fully operational in backward and far-flung areas of Srinagar district to provide various services and Internet connectivity. Central Projects — VAHAN & SARATHI Software for vehicle registration & Learner's and Driving Licenses has been implemented and is of immense benefit to Citizens. — Common Integrated Police Application (CIPA) CIPA is being implemented in Police stations identified for the Phase I implementation of Kashmir Division Office. — AGMARKNET AGMARKNET has been implemented in main fruit mandi and the data is regularly updated on the website. Other Significant Projects — Contractual Appointments MIS An MIS has been developed to make the process of selection of contractual employees faster, simpler and transparent in view of the voluminous applicants. Interview number slips are printed through the district website making it easier for the candidates and restricting public rush to the offices. — Haj Information System It facilitates monitoring and management of Haj Pilgrims from the district. The reporting module caters to the needs of the district administration and State Haj Committee. — Relief Cases Monitoring System It is of immense benefit to district administration because of the ongoing strife in the valley. It has made the process of relief distribution and management simpler and effective by providing a bird-eye view of the pending and disbursed relief cases. — Court Cases Information System The application helps in keeping track of Litigation against District Administration in different courts. Advanced search options help to know the status of a particular case. Other services: — Internet Access Dial-up access is provide to different Central Govt and State Govt departments like Beacon, BSF, IMPA Srinagar, District Court, Passport office, High Court Srinagar etc. — Networking & VC Services A well established structured LAN is in place in DC office complex housing the offices of DC office, Financial Commissioner (Revenue) and Divisional Commissioner (Kashmir). Internet connectivity is provided through a 2 mbps leased line and VSATs. It is also connected to Passport Office, Census Office and High Court. A state of the art Video Conferencing studio has also been established where regular VC sessions are conducted within and outside the state.
