The NIC Haryana State Unit has played an important role in the introduction of computerization in the Finance Department. To start with, the Non-plan budget for 1990-91 was computerized by NIC Haryana. The successful computerization of the Non-plan budget laid down the foundation for further automation in the Finance Department. A separate Computer Cell was set up by the Finance Department in 1993 and it was formally handed over to NIC for smooth functioning of existing projects and development of new ones. Some of the areas computerized successfully are:
State Annual Budget: The State Annual Budget was completely computerized by the Haryana State Centre. Three main documents of the Budget are - Demands for Grants with detailed estimates of expenditure (Non-plan); Detailed Estimates of Plan Schemes (Plan); Detailed estimates of Revenue and Receipts (Receipts). In addition, other related documents such as Schedule of New Expenditure (two volumes); Memorandum Explanatory on the Budget; Plan Schemes Memorandum; Budget at a Glance and Budget Speech by the State Finance Minister were also computerized. The computerization of the Annual Budget involving very tight schedule with millions of calculations, last minute changes, documentation in a very short time, analysis of time bound assembly questions and monitoring throughout the Financial year, has helped in solving most of the aforementioned constraints and has not only made the task easier but also time saving.
Ways and Means: The daily position of Ways and Means of the State Government has been computerized. The objective of the Computerized System is to create a time series database for analysis, to report on overdraft of Haryana, to have a comparative study of closing balance, opening balance and overdraft in order to know the position of ways and means of the State on a particular date and for a certain period.
Loans and Advances: The house building advance, moped, scooter and car loan are sanctioned by the Finance Department to employees of the State Government. The vital information on these advances has been computerized. The objective of the System is to reduce the pendency of cases by locating the case, to keep the record of all the cases, to have a clear-cut idea of the number of cases in a department etc.
Other Applications: A number of other applications related to the Finance Department have also been computerized. These applications include - Letter of Credit (LOC) Monitoring System; Plan schemes Monitoring; Forecast of Revenue and Expenditure for Annual Plan; Pay Scale and Posts Analysis; Daily Finance Department Cases Monitoring; Personnel Information of Finance Department Employees and Daily Treasuries transactions from Districts. In addition, a number of important documents such as all instructions on Economy in Expenditure, Pension and GPF rules; Finance Commission at a Glance; Excess of Demands over Grants and Appropriation have been computerized. Different tables, reports and many one time jobs are also computerized.
